Looks to me that Track 2 will not be touched, Track 1 will be installed on the new bed. My theory of the ribbon rail is that a welded rail rain ran down Track 2 and deposited rail in the road bed to each side of Track 2. When the roadbed and concrete ties are ready, they will simply drag it across Track 2 for Track 1. *Excellent* pics.
